Bay-Arenac Behavioral Health Authority (BABHA) is the pre-paid inpatient health plan (PIHP) for the Bay, Arenac, Huron, Montcalm, Shiawassee, and Tuscola County region known collectively as the “Access Alliance of Michigan,” which operates under both an organized health care arrangement (OHCA) agreement and contracts executed under the Intergovernmental Transfer of Functions and Responsibilities Act (ITFRA).
